The preliminaries are played in groups where everybody plays against everybody else. There is no extra time in the preliminaries. The points are as follows: 
Win 3 points
Draw 1 point
Loss, no show 0 points


Afterwards there is the playoff whereby the 1st plays against the 2nd and the 3rd against the 4th in the group (etc.).

Penalties (Playoff)

FIFA rules apply. (First: Nomination of 5 players, if there is still no decision then play continues with sudden death).

Play authorization and proof of age
A player list (squad list) of all players taking part in the tournament must be presented by each team. Each player that is on the player list of each club and complies with the age regulations is authorized to play. It is allowed to use one player in more than one team of a club (in as much as he complies with the age regulations) but however not in the same class.  A player is only authorized to play in the team where he is on the squad list, if more than one team of a club plays in the same age category the player may only play in the team where he was originally listed.

Substitutes 

Players registered on the list can be exchanged as often as wished. Re-exchange is possible. Each exchange must be announced to the referee.
   

Team outfit

The uniforms must have a number on the back. All teams must appear at the tournament with several (min.2) outfits in different colors.

Metal studs are not allowed!

Ball sizes

U13 (male and female): Size 4
U15 (male and female): Size 5
U17 (male and female): Size 5


Penalization/Disqualifications 
To increase discipline the referee is allowed not only to warn but also to penalize with a time-limited disqualification (blue card). In youth football the time limit is 10 minutes. However such a limited disqualification can only be given once to one player during a competition game. A further foul worthy of a blue card of a player that was already time limited disqualified must then be given a permanent disqualification (blue-red card).  The disqualified player cannot be replaced by any other player. The disqualified player may play in the next group game. For disciplinary fouls – red card immediately – the player is automatically suspended from the next game and the tournament organizer can pronounce further suspension according to the severity of the foul.

Special rules for U13 female:
The tournament will be played:
  • with a team size of 6+1
  • on half pitch
  • without the offside rule
  • "penalty" =  8m from the goal and 
  • without the back-pass rule

Exemptions Due to different cutoff dates of the individual football associations it is possible to grant exemptions. Applications for exemptions must be given in writing to the tournament committee. Players may not be more than 6 months too old and there can only be 2 per team. Further details can be found here
